The Annals of Internal Medicine, one of the foremost medical journals in the world, has just published a systematic review and meta-analysis of three randomized controlled trials demonstrating both safety and efficacy.
For persons with pre-diabetes, supplementing to a vitamin D level of >50 ng/ml was shown to have a 76% reduction in development of type II diabetes (hazard ratio of 0.24 with a confidence interval of 0.16 to 0.36).
So, there was at least a 64% reduction in risk.
